The National Beta Constitution

The National Beta Club was founded on the standards set forth in our Constitution and continues to uphold students to the same ideals. The articles of our Constitution and By-Laws provide direction and purpose for all clubs across the globe.

Article II - Membership

Section 1. Club Charter Eligibility

Subsection A – Public & Non-public Traditional Schools*
Any public elementary or secondary school containing grades 4 through 12 is eligible to seek a charter as a club. Specifically, grades 4-5 may apply for an Elementary club, grades 6-8 may apply for a Junior club, and grades 9-12 may apply for a Senior club. Non-public schools are also eligible to apply for a charter provided that the school or schools are accredited through one of the accrediting agencies approved by the National Beta Club Office. The membership of National Beta Club shall be comprised of clubs of those students who qualify for membership according to the Constitution and Bylaws of the National Beta Club. A minimum of five members is required to charter a club. There are no restrictions on the maximum number of members per club. Membership is not limited to any certain percentage of the students in the various classes. *Traditional schools are defined as accredited schools housed in a specific building or set of buildings in which students are enrolled and physically present for a defined full-time school day. They do include homeschools or cooperative groups of home-school students.
Subsection B – Public & Non-public Virtual Schools*
Any public virtual elementary or secondary school which includes any of the grades 4-12 shall be eligible to apply for a charter for a club. Non-public online virtual schools are also eligible to apply for a charter provided that the school or schools are accredited through one of the accrediting agencies approved by the National Beta Club Office. In order to be awarded a charter, a virtual school must provide acceptable evidence that it uses effective criteria for identifying exemplary student achievement and high moral character of students applying for club membership. The membership of National Beta Club shall be comprised of clubs of those students who qualify for membership according to the Constitution and Bylaws of the National Beta Club. A minimum of five members per division is required to charter a club. There are no restrictions on the maximum number of members per club. Membership is not limited to any certain percentage of the students in the various classes. *Virtual schools are defined as accredited online schools in which students are enrolled and receive full-time instructional services.
Subsection C – Homeschool Groups
Any homeschool cooperative, group or association which includes any of the grades 4-12 shall be eligible to apply for a charter for a club. Students must be working on or above grade level, show exemplary academic achievement and high moral character for membership consideration. The membership of National Beta Club shall be comprised of clubs of those students who qualify for membership according to the Constitution and Bylaws of the National Beta Club. A minimum of five members is required to charter a club. Homeschool students follow guidelines of membership qualifications as stated in membership Section 2. Homeschool student standards are maintained by the respective Sponsor. There are no restrictions on the maximum number of members per club. Membership is not limited to any certain percentage of the students in the various classes.

Section 2. Student Membership Qualifications

Requirements of student membership are solely qualitative within the scope and regulations specified in these Bylaws. A student must be a member in good standing of a Beta Club at their current school of attendance to be considered an active National Beta Club member. Only active members may participate in state and national competitions and become candidates for and hold state and national office. Membership is a privilege and not a right. The qualifications for membership on the part of the student shall be: (a) worthy, moral and ethical character; (b) exemplary achievement, and commendable attitude. The standards and means for appraising these qualities shall be determined by the administration of the school where the club is located. Since the purpose of the organization is to select, honor, and encourage students possessing these characteristics, the school administration has the authority to establish local membership standards that effectively bring together students deserving distinction based on these qualifications. All students must be performing at or above grade level in order to be eligible for membership. Local school administrations are at liberty to limit membership to certain grades. Specific academic requirements for membership are not established at the national level, as local systems of grading and merit determination vary. Each local school and club shall establish such academic requirements for membership that will ensure the selection of students of exemplary qualifications. At no time shall membership in the National Beta Club make it incumbent upon a member to alter his/her religious or political ideas or affiliations. In addition, membership qualifications shall not discriminate against any students on the basis of disability, gender, religion, national origin, sexual orientation, or any other characteristic protected by federal, state, or local laws.  Students who receive modifications or accommodations pursuant to an IEP, a Section 504 plan, or otherwise shall not be excluded from membership if they meet the membership qualifications.

Section 3. Selection

The process of selecting eligible students for membership will be decided by the school's administrative head, such as the principal or administrator. These individuals will choose students based on the specific standards set by the school, and an invitation will be extended.

Section 4. Membership Fees

Subsection A - National Fees
There are no charter charges to establish a local club. The per student membership fee is $16 for Elementary Betas (grades 4-5), $24 for Junior Betas (grades 6-8) and $32 for Senior Betas (grades 9-12). There will be no refund of membership fees after the student is added to the roster. The membership fee is payable by each student regardless of the date of affiliation with the organization.
Subsection B - Local Fees
Local clubs may impose extra fees to support their local activities and initiatives. The cost of membership in the club should be kept at an absolute minimum, so that no worthy student is unable to become a member for financial reasons.
Subsection C - Leadership Summit & Convention Fees
The National Board of Directors may establish registration fees for attending Leadership Summits, State Convention, and National Convention.

Section 5. Induction

Each local club shall conduct a dignified service for the induction of new members into the organization.

Section 6. Pledge

Once a student has been nominated and officially elected as a member and has received their certificate from the Chief Executive Officer, they must commit to a pledge outlined in the policies established by the National Board of Directors before being recognized as a member of the National Beta Club. The pledge should be recited at the induction ceremony. The National Beta pledge is: As a proud member of National Beta, I pledge to be honest and truthful, maintain academic excellence, and conduct myself in an ethical manner. I am dedicated to serving others and contributing to the collective success of my peers.

Section 7. Membership Materials

Certificates of membership, card and pin in the National Beta Club are exclusively granted based on the endorsement of the school’s Sponsor. Membership in the club is contingent upon approval by the school’s administrator. In all instances, an application for membership must be submitted by the Sponsor or the school's administrator where the prospective member is enrolled as a student.

Section 8. Disqualification and Reinstatement

As a merit-based organization, the National Beta Club requires members to meet specific standards set by their local club administration. Failure to uphold these requirements may result in disqualification from membership.

Section 9. Beta Club Alumni

Upon graduation, all alumni may remain affiliated with the National Beta Club. Alumni shall have access to the alumni resources and shall be entitled to attend events, upon payment of events registration fees.

A History of Leading By Example

Dr. John West Harris, a small-town farm boy turned wartime flying instructor, led the life of both an adventurer and scholar. Dr. Harris was a lauded proponent of education with A.B. and M.A. degrees from Wofford College, a Ph.D. from The University of North Carolina, a membership in Phi Beta Kappa and a year’s attendance at Columbia University Law School. His joy of learning led to a joy of teaching- both inside and outside of the classroom, stressing that academics and life experiences were equally valuable for personal and professional success. A well-rounded individual himself, Dr. Harris was the epitome of “lead by example”.

In 1934, the dream became a reality with the establishment of National Beta, a national organization devoted to honoring and recognizing students for their achievement, character and leadership qualities, as well as encouraging growth through service and comradery. From the first club of 15 members at Landrum High School in Landrum, SC to an international student organization with 500,000 members annually, National Beta has grown in size, but its focus, and values have held steadfast and true to the vision which Dr. Harris set forth.
